A Biblical Theology of Tools

The Bible does not contain a doctrine of artificial intelligence. It contains something more useful: a theological account of God, humanity, creation, work, power, idolatry, wisdom, community, and redemption within which technologies can be judged.
That difference matters. A Christian approach to AI becomes fragile when it begins by searching Scripture for a direct prediction of machine learning, automated language, or digital networks. Biblical texts were written in worlds without these systems. Responsible application does not pretend otherwise. It asks what enduring theological truths govern the use of new forms of human making.
The biblical story begins with God as Creator and human beings as creatures. Human cultural activity occurs inside a world we did not make and whose basic givenness we do not control. The materials, patterns, capacities, and intelligibility that make technology possible are themselves received. Human creativity is real, but it is creaturely creativity.1
Genesis portrays human beings as called to cultivate, name, order, tend, and exercise responsibility within creation. Later Scripture simply assumes a world of tools, crafts, agriculture, architecture, writing, navigation, music, weapons, roads, money, and political institutions. Technology in this broad sense is not an alien intrusion into a supposedly pure spiritual life. Human beings make things because human beings are embodied, social creatures who act in the world through materials, symbols, institutions, and practices.
This keeps Christians from treating technology as inherently suspect. A plow can reduce hunger. Writing can preserve Scripture across generations. Roads can carry missionaries. Printing can multiply access to biblical texts. Medicine can relieve suffering. Communication systems can connect scattered churches. Software can help a small ministry coordinate work it could not otherwise sustain. Artificial intelligence belongs initially within this wider story of human making.
But Genesis does not permit an uncomplicated celebration of human capacity. The fall is not merely an inward spiritual defect. Human sin affects work, relationships, institutions, desire, and power. Technologies created for legitimate ends can become instruments of exploitation, control, deception, or idolatry. A tool designed by morally serious people can still participate in systems whose incentives distort its use.
For this reason, the common claim that technology is neutral is inadequate. It contains one partial truth: a hammer does not possess an independent moral will. But tools are designed toward certain possibilities, make some actions easier than others, create dependencies, shape habits, and distribute power. A platform optimized for engagement is not morally identical to a blank sheet of paper simply because users can choose what to type into both. A surveillance system is not neutral in the same way as a shovel. Artificial intelligence becomes especially significant because it can mediate language, attention, recommendation, memory, representation, and increasingly action.
A better Christian description is that technology is morally shaped and morally shaping without becoming morally sovereign. Designers make choices. Organizations set incentives. Users form habits. Governments regulate or exploit. Communities adapt. People remain accountable within systems whose structure influences what feels normal, easy, profitable, or possible.
This is why a biblical theology of tools must ask more than, “What do I intend to do with this?” Intention matters, but it is only one layer. Christians should also ask what practice the tool creates and what system emerges when that practice becomes ordinary.
Consider a pastor who uses an AI assistant to summarize a theological article. The immediate intention may be innocent: save time. The practice may also be healthy if the pastor uses the summary to decide whether to read the source carefully. But if the workflow becomes the default way the pastor encounters complex theology, the system may gradually change expectations about reading, patience, and depth. The problem is not that summarization is sinful. It is that repeated technological mediation can alter the conditions under which a skill or virtue is normally exercised.
The same analysis applies positively. A missionary with dyslexia may use speech and summarization tools that remove barriers unrelated to the substance of ministry. A translator may use alignment software to find inconsistencies that would otherwise consume days. A small church may use automation to reduce clerical work that neither forms character nor requires relational presence. The theological question is not whether friction has been removed, but what kind of friction it was.
Scripture’s treatment of idolatry deepens the analysis. Idolatry is not simply believing a false proposition about a carved object. It is disordered trust, worship, and dependence. Human beings can assign ultimate significance to things they have made. Modern technology rarely asks to be worshiped explicitly, but technological cultures can still nurture quasi-religious hopes: mastery without dependence, knowledge without wisdom, presence without vulnerability, abundance without restraint, control without creaturely limits.
AI invites some of these hopes with unusual intensity because it speaks. It can appear responsive, knowledgeable, patient, creative, and increasingly agentic. The danger is not that every fluent response is an idol. It is that humans can begin treating technical responsiveness as the model for what reality should provide: immediate answers, optimized outcomes, frictionless assistance, constant availability. Christian life is not organized around those expectations. God is not an interface. Neighbor love is not always efficient. Formation is not always fast. Mission is not always scalable.
A biblical theology of tools therefore resists technological determinism in both directions. Technology does not inevitably save society, and it does not inevitably corrupt it. Human beings design, inhabit, resist, modify, govern, and sometimes reject technological systems. Christian communities can learn to use powerful tools without allowing the tools to name the good.
Three questions provide a durable evaluation model. First: purpose. What good are we pursuing? A ministry may use AI to reduce translation costs, increase accessibility, organize research, or provide language practice. The purpose should be named before the tool becomes the purpose.
Second: practice. What habits and relationships does the tool encourage? Does a language tutor increase practice with real speakers or become a substitute for them? Does a sermon assistant help a preacher investigate the text or encourage routine dependence on ready-made interpretation? Does an administrative agent free workers for people or simply raise the expected volume of administration?
Third: system. What dependencies, incentives, and distributions of power emerge when use becomes normal? Who controls the data? Who can change the system? Who pays recurring costs? Whose language and theology dominate the corpus? What happens when the provider changes terms or disappears? Who bears the risk if the workflow fails?
These questions move Christian technology ethics beyond private intention. They also prevent critique from collapsing into nostalgia. The point is not to recover a pre-technological Church. No such Church exists. The Christian tradition itself has been mediated through writing, codices, roads, schools, printing, broadcasting, computing, and countless ordinary tools.
The issue is stewardship. Tools should remain ordered toward goods Christians can name independently of the tools themselves. Efficiency is useful when it serves faithfulness. Scale is useful when what is scaled deserves to grow. Automation is useful when the delegated task is appropriate to automate. Innovation is useful when it strengthens rather than obscures responsibility.
This is especially important in mission, where technological capability can easily be confused with Kingdom advance. A system that translates a million words has not made a million disciples. A platform that reaches a million people has not necessarily borne faithful witness to a million people. A church with excellent automation is not therefore a healthy church. Technology can serve God’s mission without becoming a measurement of God’s work.
Christian stewardship also includes refusal. The fact that a tool is available does not create a duty to use it. A ministry may decide that a high-risk pastoral workflow should remain human. A Bible-translation team may decide that first drafting should remain with mother-tongue translators even when machine drafts are technically possible. A church in a restrictive context may choose offline architecture or no AI at all for certain data. Refusal can be an act of technical maturity when it follows from a clear understanding of purpose and risk.
A biblical theology of tools therefore gives Christians neither a blanket permission nor a blanket prohibition. It gives a hierarchy. God is Creator. Humans are creatures and responsible makers. Technology is a form of cultural activity. Sin distorts people and systems. Wisdom evaluates means in light of ends. Christian community provides accountability. Redemption does not abolish creaturely limits. Hope is fixed not on technological progress but on God.
Within that hierarchy, artificial intelligence can be received as a powerful human-made instrument. It can remove barriers, expand capability, and serve real goods. It can also magnify error, centralize power, weaken competence, or invite misplaced trust. Its moral meaning is not contained in the tool alone.
The Church therefore evaluates technology at three levels: the purpose we pursue, the practice the tool creates, and the larger system in which that practice becomes normal. A good intention at the first level does not automatically settle the other two.
Tools Become Environments
It is easy to evaluate a tool at the moment of conscious use. It is harder to evaluate a technology after it becomes environmental.
A smartphone is not merely an object someone occasionally chooses. It reshapes expectations about availability, navigation, photography, memory, communication, and work. Search engines have changed what people remember and how they approach unknown questions. Social platforms altered not only communication but the incentives surrounding identity and public attention.
AI may become environmental in a similar way. Writing software may quietly include generation. Search may return synthesized answers rather than documents. Email may draft itself. Operating systems may route tasks through agents. Translation may be ambient. At that point, “Do you use AI?” will be as imprecise as asking whether someone uses databases.
Christian evaluation must therefore move from isolated acts to technological ecology. What becomes normal when nearly every knowledge task begins with generated assistance? What happens to the expectation that a person should know the source of a claim? How does patience change when explanations are instantly personalized? How do organizations structure authority when software can act across several systems at once?
These are formation questions at a cultural level. Philosophers of technology such as Albert Borgmann have described modern technological patterns in which complex practices are replaced by convenient commodities while the supporting machinery becomes invisible. One need not adopt every part of Borgmann’s analysis to see a missionary analogue.
A translation appears instantly, and the user no longer sees the years of linguistic work, datasets, community choices, and technical infrastructure beneath it. A theological answer appears instantly, and the reader no longer sees the interpretive tradition, sources, or scholarly disagreement that produced the underlying patterns. A pastoral response appears instantly, and the relational and institutional context normally associated with pastoral speech disappears from view.
Convenience is not the enemy. Hiddenness is the issue when it causes users to misidentify what they have received.
A generated translation is a generated translation, not the invisible equivalent of a trusted translator. A synthesized theological answer is not a transparent window into Christian consensus. The tool is more useful when users understand the practice it compresses.
What Technology Forms
The neutrality thesis can create a pastoral problem when it places every harmful outcome on individual users.
If the technology is neutral, the logic goes, people simply need to use it well. But design changes behavior. Defaults matter. Friction matters. Notifications matter. Permission prompts matter. A chatbot designed to encourage long relational conversations is not identical to a reference tool that answers one question and points the user outward.
Christian ethics should preserve human responsibility without ignoring design responsibility. A person can be accountable for misuse while a designer is accountable for creating a system that predictably encourages harmful patterns. An organization can be responsible for deploying a system whose risks were visible even if every user technically clicked “agree.” Responsibility can be layered.
Power, Dependence, and Margin
A theology of tools also has to address power. Technology redistributes who can act and who can decide.
AI can decentralize power by giving small organizations access to capabilities previously available only to specialists. It can centralize power because the foundational models, cloud infrastructure, datasets, and compute may be controlled by a few institutions.
Both can be true simultaneously. A missionary in a rural context may become less dependent on a distant translator and more dependent on a global platform. A theological school may gain access to explanations while becoming dependent on a model whose source weighting and policies it cannot inspect. A local church may build software without hiring a developer while becoming dependent on code nobody in the church can maintain.
Theological evaluation should therefore ask not only whether capability increases, but where dependence moves.
This is one reason ownership and exit matter later in the book. A technology can be beneficial even when dependency remains. The ethical problem arises when dependency is hidden, irreversible, or imposed on people who have little voice.
Christian theology contains practices that implicitly resist the idea that all available capacity should be converted into output. Sabbath is the clearest example. Whatever one’s theology of Sabbath observance, Scripture presents rest as more than idle production capacity waiting to be captured.
AI productivity gains will tempt organizations to turn every saved hour into another deliverable. A theology of technology should challenge that reflex before the administrative chapter ever reaches it.
Human life is not justified by output. A ministry worker whose report takes two hours instead of five has not automatically received three hours that leadership morally owns.
Technology can create margin. Christian wisdom determines whether that margin becomes service, learning, prayer, family, rest, or more work.

The Freedom to Use—and Refuse
Technology refusal is often framed negatively: fear, backwardness, or lack of skill. Sometimes refusal is simply poor judgment. A ministry can reject a tool that would genuinely remove barriers for no good reason.
But refusal can also be a positive exercise of stewardship. A team may decide not to automate first-draft Bible translation because it values the formative role of drafting. A church may decide not to deploy an emotionally relational chatbot to minors. A mission organization may refuse cloud processing for a certain data class.
Theologically, refusal is meaningful because human freedom includes the ability to choose limits. A tool should not acquire moral authority merely by becoming possible.
